On Monday (10 February), the SPA held a press conference at its headquarters in Brasília outlining the timeline for its 2025-2026 biennium. During the session the regulator invited industry to provide feedback on the current regulator framework and ways it could be improved.
Players, operators and suppliers are among those invited to contribute to the public consultation, which comes just six weeks after the legal betting market’s launch in Brazil.
The SPA told reporters its activities were cyclical and regulations required continuous assessment and adjustment to improve the sector’s framework in Brazil.
SPA leader Regis Dudena acknowledged the market requires constant collaboration to ensure the environment is safe for players.
Satakeholders can contribute to the 45-day public consultation via the government’s Participa + Brazil platform. This will close on 27 March. An online public hearing on the subject will also be held on 21 February.
“We have created a framework of main rules which is quite complete and essential for the start of the regulated fixed-odds betting market, but regulation is a cycle; there are always points to be reviewed and improved,” Dudena explained at the press conference.
“We are observing the practical effects of the rules we have created on a daily basis so that we can understand what needs to be improved.
“As the betting market is technological, it is very dynamic, and regulation must always be attentive to new needs that arise. We want to invite society to express its opinion on the regulatory agenda.”
The SPA’s 2025-2026 regulatory agenda
The SPA also said it would publish its 2025-2026 regulatory agenda on 4 April, using the consultation responses to adapt its current proposed agenda for the financial year.
The first quarter of the SPA’s proposed agenda, which covers Q2 2025, will centre on the formation of a national system of excluded and self-excluded bettors, as well as regulations for certifying suppliers of online games studios and mechanisms for paying image rights.
Q3 2025 of the proposed agenda will include reviews of commercial promotions and instant lottery regulations, while Q4 will focus on the regulation of fixed-odds betting suppliers as well as the consolidation and improvement of inspection procedures.
Looking ahead to 2026, the SPA also plans to assess how it authorises and sanction operators. Gambling addiction care will also be reviewed during this period.

What has the SPA already achieved?
Despite some issues with licensing and certifications, the industry appears to view of the SPA’s efforts as positive.
The SPA has so far licensed 68 companies and 153 brands to operate in Brazil, with another seven authorised by court order. To date, 349 licence requests have been filed, with the SPA analysing over 45,000 documents. Some BRL2.1 billion (£292.8 million/€350.8 million/$361.9 million) has been collected in licence fees.
With fears lingering over the black market in Brazil, the SPA has requested 11,555 illegal sites are blocked by telecoms regulator Anatel.
In January, 75 inspections were conducted by the regulator. An additional 22 have been carried out in February so far.
Fabio Macorin, the undersecretary of the SPA’s monitoring and inspection department, says his team is working alongside tech companies such as Meta to restrict illegal operators and their support ton social media.
“We have a specific channel with Meta, which has been a great partner of ours in this inspection activity, allowing us to directly communicate profiles that are acting incorrectly,” Macorin declared.
“When we identify criminal offences, we forward them to the competent authorities so that they can initiate criminal proceedings.”
