Brincat will step down on 25 January, when his term ends. He had served as CEO of the regulator since January 2021.

The MGA is aiming to confirm Brincat’s replacement before his departure, leading it to instigate the search this week. The chosen applicant will shadow Brincat for several weeks before taking on the role on 26 January. This is one day after Brincat’s departure.

“Carl has made extensive contributions to the MGA and to the gaming industry in Malta,” said Ryan Pace, MGA chairperson, at the time. “We are confident in, and very thankful for, the strong foundation he leaves behind as we continue to pursue the MGA’s strategic goals.”

The regulator says it is looking for “a dynamic, passionate and a highly influential strategic thinker to join its team” as CEO. The CEO will report to the board of governors.

The job description outlines the CEO as being responsible for “the execution of the Authority’s strategy, as laid out by the board of governors, and for the efficient and effective operation of the ordinary functions of the Authority as set out in the law”.

Job requirements

The incoming CEO must have a MQF Level 6 – a bachelor’s degree – at a minimum, or an equivalent qualification. The MGA states that qualifications in law, accountancy, finance or business administration are preferable.

The successful candidate should have the ability to cooperate with local and foreign stakeholders, particularly national authorities that share regulatory powers with the MGA. They must also have a minimum of five years experience in senior roles – with prior regulatory experience considered an asset – and oversee the MGA’s financial performance.

Applicants must also demonstrate the ability to handle a range of stakeholder relations across public and private sectors.

Those interested in the role should submit a CV detailing “major accomplishments” and outlining how they meet the eligibility criteria. Three references and a cover letter must also be included.

Top-flight applicants will be invited for an interview with the MGA’s selection panel. From this pool, a maximum of three candidates will be invited for a second interview. If none are suitable, the MGA reserves the right to not select any of the candidates.
