The regulator began an investigation Nero’s Goodwincasino brand over suspicions it was taking bets from Swedish players without a licence.
This revealed that Goodwincasino was offering its services in Swedish, targeting local players through marketing activity, and did not appear to have any controls to block customers in the country from registering to gamble.
It invited Nero to comment on the case, but did not receive a reply.
Spelinspektionen explained that while the country’s Gaming Act prevents unlicensed operators from targeting Swedish customers, operators passively accepting bets with no Swedish language option, local currency or marketing support will not be considered as targeting the market.
This may change if recommendations set out in a Swedish government report to give the regulator powers to block access to any form of unlicensed gambling are adopted, however.
Using its prioritisation criteria, Spelinspektionen said that Goodwincasino could in fact be seen as targeting the market without a licence, and was ordered to cease all activity immediately.
Nero Media becomes the fifth company to be hit with an injunction from Spelinspektionen in 2021, after Cerberlot, Digi Markets and Prism Marketing in May, then Indigo Soft in October.
Aside from Prism Marketing – for which the regulator was unable to determine a location – all operators have been based in Curaçao.
