After its approval by the Chamber of Deputies, bill 3626/23, which seeks to regulate sports betting in Brazil, reached the Senate Chamber for further consideration.
The president of the Chamber, Rodrigo Pacheco, announced that the bill will be processed within 45 days and will be examined simultaneously by the Sports Commission (CEsp) and the Economic Affairs Commission (CAE) and then by the full Senate. Pacheco has not yet assigned a rapporteur for the bill.
“We know how important it is to have structural projects to increase revenues and sustain the fiscal system,” Pacheco stated, during the last meeting of parliamentary leaders.
During its examination process, the proposal may receive amendments before the Sports Commission during a single period of five working days, between September 28 and October 4. After its examination by the thematic committees, the proposal will be submitted to the Senate Plenary and after November 11 the matter will be included in the agenda due to its constitutional urgency. Since it has been submitted as urgent, if it is not voted on that day, the bill will be blocked.
The federal government hopes to finally obtain approval to start enforcing the law, with the objective being the increase in revenue that regularizing the sector will bring. According to the Minister of the Secretariat of Institutional Relations, Alexandre Padilha, “the bill has as its first objective to regularize an economic activity that is growing in Brazil and around the world.”
“It is important to regularize it on paper. It is also necessary to organize this economic activity and use part of these resources to invest in sports, tourism, and Social Security”, added Padilha, an executive close to President Lula.
