The Kenosha City Council will convene this Wednesday at the Municipal Building to vote on a proposed intergovernmental agreement with the gaming authority of the Menominee Tribe. The discussion centers on the development of a casino and associated facilities on approximately 60 acres of land west of Interstate 94.

The Menominee Tribe would own the casino, valued at $360 million, while Hard Rock International would act as the developer and manager of the project. The proposal outlines the construction of a casino, along with a hotel, restaurants, and other amenities on the land in question.

According to the agreement, the tribe plans to request the U.S. Department of the Interior to designate the land intended for the development as a federal trust for casino gambling purposes.

The vote, initially slated to be held in November, was postponed to allow council members more time to analyze the agreement and hear voter opinions. Officials cited the need for additional information, including a completed traffic study, environmental assessment, economic analysis, and updates to relevant ordinances.

The agreement in question outlines commitments of over $80 million in revenue sharing from gaming proceeds. These funds are intended to offset public safety, social services, and economic costs to the county over a 20-year period.

The county’s analysis projects over $33 million in revenue during the first 10 years, with an estimated growth to more than $48.7 million in the subsequent decade. The revenue-sharing structure includes a percentage of net win revenue, tribal sales taxes, and annual payments for responsible gaming promotion and charitable donations.
