The bill (PL) 2.234/22 is on the agenda of Brazil’s Constitution, Justice and Citizenship Commission (CCJ) of the Senate for today (April 17). The bill, formerly known as PL 442/91, allows land-based casinos, games of chance, and bingos in Brazil.
In 2023, the bill received a favorable opinion from its rapporteur, Senator Irajá Silvestre (PSD-TO), but was never considered by the CCJ. At the meeting that starts at 10 a.m. (Brasilia time), the bill is the third item on the voting agenda, as reported by the website BNLData.
Three amendments addressing issues such as control mechanisms, means of payment, and transactions were rejected by Irajá. There was also a fourth amendment by Senator Carlos Viana (Podemos-MG) that sought to remove games of chance from the bill, but that was also rejected by the rapporteur.
“We conclude that Bill 2234 of 2022 meets the requirements of constitutionality, legality, procedural, and good legislative technique. In addition, it is a meritorious proposition, given that it establishes clear rules for a relevant economic activity that today is at the margin of state supervision,” Irajá’s report detailed.
