Brazil’s National Advertising Self-Regulation Council (Conar) has formalized the membership of three major betting companies — Betano, Caesars, and Rei do Pitaco. They become the first companies in the betting segment to join the council, making public their adherence to the body’s goals of maintaining ethical communication and good practices in the sector.
“The formal adherence of betting companies to the ethical standards practiced by Conar is an especially positive sign. This demonstrates the rapid maturity and commitment of this important advertising segment to consumers, through responsible advertising,” said Sergio Pompilio, president of Conar.
Conar has been actively involved in defining clear rules for the communication and promotion of betting brands since the Chamber of Deputies and the Senate began discussing betting regulation in Brazil last year. Following the regulation of betting activities earlier this year, Conar published Annex X, a comprehensive set of guidelines based on international standards, aimed at improving commercial communication in the betting sector.
Annex X includes rules tailored to various advertising formats, ensuring a consistent approach to ethical advertising, notes the council. The guidelines encompass the preparation of sector-specific communication directives, publicity actions to raise awareness and adherence to these rules, handling consumer complaints, and monitoring advertisements through the Conar Ethics Council. Future steps include evaluating compliance levels and maintaining ongoing cooperation with regulatory authorities.
In 2023, Conar signed an agreement with the National Association of Games and Lotteries (ANJL) and the Brazilian Institute of Responsible Gaming (IBJR), which laid the groundwork for the current self-regulation framework. This agreement provided for the full cycle of self-regulation, including the establishment of rules, dissemination of ethical standards, and handling of advertising-related complaints.
Law No. 14,790, enacted on December 29, 2023, encourages self-regulation of advertising in the betting segment. Pompilio highlighted this legislation as a recognition of the achievements of Brazilian advertising since the 1970s. He commended the working group responsible for drafting Annex X for their exceptional efforts in creating a simplified yet comprehensive set of standards and best practices.
