
The UK government’s statutory levy on the gambling sector will officially take effect on April 6, following its approval on February 12, Gambling Minister Baroness Twycross announced at the Betting & Gaming Council’s (BGC) annual general meeting on Thursday.
The levy, initially proposed in November, is expected to generate £100 million ($126 million) annually for gambling harm prevention. The contribution rate will range from 0.1% to 1.1% of gross gambling yield (GGY), depending on sector, business type, and risk profile.
Twycross confirmed that gambling operators will make their first levy payment on October 1. “It’s a huge step forward for the sector,” she said, emphasizing that the funds will expand projects and services aimed at reducing problem gambling.
“I know the BGC has been largely supportive of the levy, and we recognise the work done by the sector through the voluntary levy previously,” Twycross added. The levy became law on Tuesday after it was affirmed by both parliamentary houses.
The government will also establish an independent oversight body tasked with monitoring spending and assessing the levy’s effectiveness. The minister said the levy is designed to balance industry impact while ensuring operators pay their fair share.
Additionally, Twycross confirmed the date that new stake limits for online slots will come into force. Beginning April 9, players aged 25 and older will be restricted to a £5 ($6.30) cap, while those aged 18-24 will be restricted to a £2 ($2.52) per spin limit starting May 21.
The measure, also passed into law this week, is intended to align online gambling with land-based regulations. “In our view, a £5 ($6.30) stake limit will protect those most vulnerable to serious harm while balancing the impact that this measure will have on the industry,” Twycross told the House.
The decision was based on consultation responses, expert evidence, and harm data, targeting customers most at risk. The average online slot stake is 60p (76¢).
