The Colombian gaming regulator, Coljuegos, announced this week that it authorized the operation of the instant win games for the games operated online through Agreement 02 of March 30, 2021, and established the conditions for its implementation.
According to the regulator, through the agreement, the category of instant win games is defined as a series of counterpart games in which, in exchange for paying a bet value for the game, the user is granted the possibility of predicting the number, letter, image, symbol and/or the combination, sequence or pattern among them, which must coincide with the result of a random number generator (RNG) as determined by the rules of the game.
In addition, it was established that within this modality, it is not possible to operate “permanent betting mechanics (chance), traditional lottery, instant lottery (scratch), pre-printed lotto, online lotto or SUPER astro,” said Roger Carrillo Campo, president of Coljuegos.
According to Agreement 02 of 2021, this type of game operated online can be offered to the public in the commercial premises that develop the economic activities indicated in article 1.5.8 of Agreement 08 of 2020, as it happens with the Keno mechanics offered by the concessionaire Luckia Colombia S.A.S.
For this reason, the mechanics developed by the operators of innovative online games, which comply with the regulation of the instant win games and have completed the respective legal, technical, and contractual procedures before the Legal Office of Coljuegos, are a legal offer in the Colombian market, whose social purpose is mainly directed to the financing of the health of Colombians.
According to the regulating entity, the operators of new games operated online authorized to offer instant win games, as of April 2023, are Luckia Colombia, Meridian Gaming Colombia, Colbet, Servicios Distrired, Teclino, Corredor Empresarial, Games And Betting.
After announcing this agreement, the entity invited the concessionaires of the games operated online to carry out the procedures before the Legal Office to include in their offers of instant win games prior compliance with the legal and regulatory requirements in order to counteract the diverse modalities of illegal games that operate online.
