The Skilrock Technologies-sponsored webinar “Rise of Digitisation Vs Charm of Paper Lottery” has confirmed its speakers. The event, organized by TrulyExpo, aims to address challenges and opportunities in the lottery space in the Latin American region and will feature a lineup of experts in the field.
“Skilrock Technologies is dedicated to pushing the boundaries of the lottery industry in the Latin American region,” said the company in a statement. “Understanding the significance of this thought leadership platform, Junta de Protección Social (JPS) and Grupo Empresaria el Linea S.A (GELSA) have also joined the movement as sponsors.”
A board of speakers for the event has now been confirmed, ready to share their insights with the attendees from different parts of LatAm who are set to attend the virtual meeting.

- Rodrigo Cigliutti, Executive Director, CIBELAE (Moderator)
Rodrigo Cigliutti is the Executive Director at the Ibero-American Corporation of State Lotteries and Gambling – CIBELAE. His career spans around 30 years in the lottery business. Some of his most notable works were the coordination of the Map of Games of Argentina from 2009 to 2017; and the realization of the Technical Course of Games of Chance.
- Óscar Mauricio Chaparro Núñez, General Manager, Gelsa
Óscar Mauricio Chaparro Núñez is the General Manager of Grupo Gelsa, one of the leading companies in transactional services in Colombia. He holds 35 years of experience in the multiservice sector, managing teams of more than 14 thousand people, and developing & positioning brands in the categories of games and services.
- Esmeralda Britton González, President, Junta de Protección Social (JPS)
Esmeralda Britton González is the President of the Board of Directors of the Social Protection Board (JPS), the institution that administers the Costa Rican Government Lottery. She also had a political career which encompasses different governmental positions, most notably as the Minister of Women and Executive President of the National Women’s Institute INAMU and Secretary for the Promotion and Organization of Women’s Political Participation in the Partido Unidad Social Cristiana PUSC (political party).
- Georges Didier, Latin American Regional Director, Gaming Laboratories International (GLI)
Georges Didier is an industry veteran with a career spanning 18+ years in multiple gaming companies and the last 12 years in GLI. He currently occupies the position of Regional Director at Gaming Laboratories International (for the Latin American region).
- Carlos Alberto Contreras Pardo, Project Coordinator – LatAm, Skilrock Technologies
Carlos Contreras, Project Coordinator – Skilrock Technologies, manages the implementation of complex IT projects for lottery & gaming operators in the Latin American region. He is an Engineer with extensive knowledge in telecommunications and gambling domains.
